In continuation of our letter of 9th September

on the subject of the development of the harbour at Hongkong, I have now the honour to transmit for the information of the Secretary of State, the enclosed copy of a letter from Messrs. Coode, Fitzmaurice, Wilson and Mitchell, replying fully and definitely to the specific questions relating to the foundations of the quay wall under construction at North Point, raised by the Port Engineer in his memorandum of 11th June, which accompanied despatch No. 279.

It will be seen, however, from their

observations, that the Consulting Engineers are doubtful of the wisdom of constructing a vertical deepwater quay wall at this particular site, and invite attention to their letter of 7th October, 1922,

in which they enlarged on the disadvantages of the

project.

3. A copy of this letter was forwarded to you with

our letter of 13th October, 1922.
